The EU budget serves a different purpose to public financing for national or local government. It is an investment budget and, consequently, it is used to fund large projects, such as the construction of cross border infrastructure networks. It also funds programmes aimed at improving competitiveness, innovation and
regional development. Finally, it funds the Common Agriculture Policy, much of which involves management
agreements with the industry that span several years
